Health Reform Observatory

Providing an annual, evidence-based snapshot of Greek public attitudes and preferences to guide citizen-centered health system reforms.

The Health Reform Observatory is an ongoing, annual survey research initiative established by HPI to assess and map Greek citizens attitudes and preferences towards health, assessment of healthcare services, and ongoing reforms within the National Health System.
The Observatory provides a detailed, evidence-based snapshot of public opinion, preferences, and willingness toward healthcare delivery and reform progress.

Survey focus areas

Each year, the Observatory survey explores public opinions on and experience with:
• Financial burden and (barriers to) access to healthcare, including levels of usage of private insurance
• Perceptions and attitudes toward health system reforms
• Public health and social responsibility attitudes, including satisfaction with services
• Utilization of healthcare services, including pharmaceutical care

Our approach & expertise

HPI applies its expertise in health system analysis and reform strategy to interpret survey findings and support evidence-based health policy decision-making.
The Observatory functions as a tool for translating public opinion into actionable insights.

Insights for policy

The survey findings are compiled in an annual comprehensive report published by HPI, which highlights year-on-year comparisons and emerging trends in public opinion. These insights provide a valuable evidence base for policymakers, promoting greater transparency and informing a more citizen-centered approach to healthcare policy making in Greece.
